Get some plastic primer, black paint and laquer, and various grades of sandpaper.

Wipe the badge down with some sort of solvent (white spirit)
sand badge down with low grit count paper
wipe with damp cloth
spray primer in consistant sweeping motions until a light coat covers badge
allow 20 mins to dry
apply a second an third coat, leaving 20 mins to dry before each one.
leave for half hour then sand down with wet 1200 grit paper.

spray black paint on in consistant sweeping motions until a light coat covers badge
allow 20 mins to dry
apply a second an third coat, leaving 20 mins to dry before each one.
leave for half hour, if any areas are rough then sand down with wet 1200 grit paper.
Apply another coat and let dry.
If there are any further rough areas repeat process of sanding down and respraying until smooth

Spray laquer in consistant sweeping motions, apply thick but ensure no dripping!
allow 30 mins to dry
apply a second an third coat, leaving 30 mins to dry before each one.

Leave it harden then for a couple of days before putting it back on.

A little tip when using rattle cans: let them sit in warm water before use, so the paints nice and warm and comes out more consistantly!

hope this helps mate.
