Everytime I click on something it opens a new window

Everytime I click on something it opens a new window, for example if i click on a topic it will open a new window to view that topic.

Whats goin on?

Is it just me?

if its like 95 / 98 then theres that old setting that makes EVERTHING open in a new window Gah nightmare
