Dash instrument failure

Hello all,
I have a Polo T reg’ with a curious problem with dash. I’ve read that this can be down to a voltage stabiliser issue, and/or the pin 14 on the connection plug.
Please help, it’s driving me nuts, where exactly is the stabiliser and do I need to take off speedo/rev counter needles? If so, how, they are murder tight and I’m worried about damage?
