Fog Light Loom and Heavy Clutch

Hi - I have a mark4 (6n) Polo 1.4 16v year '99 I was just wondering if any body new if the wiring loom for the front fog lights is already there? would it just be tied onto the head light loom with clips?

Also my Pedal box broke last year, unfortunately i didnt know VW would repair it so paid ...
