Is the fuse box you were in next to the door at the end of the dashboard with the coloured blade fuses, or one with the big fuses on top of the battery ? If it's the same as a 1.2, the filter is sometimes stuck in the housing. Either leaver out with screwdriver it tap it upside down onto a wooden block.
Given they did not change the filter, makes me wonder what oil they have put in it ?
