By the looks of it your hose/pipe has had its best years, probably for the same reasons Alex mentioned previously. As far as I can see, it has already been repaired twice. I think he means the fuel cap locking actuator. If you open the boot, it's going to be on the right side behind the panel/carpet (between the wheel well and the rear light). It's held on by 2 screws and easy to take off. Nevertheless...mounting it back on might be quite fiddly. I recommend not doing...

Headlight reflectors for left hand drive vehicles are not the same for right hand drive vehicles. If mixed up, the lights can blind oncoming traffic which may result in a fail. There won't be any significant updates regarding the Polo from now on. My eldest daughter has inherited the car and I've bought myself a new daily.

The first thing that comes to mind is that someone has fiddled with the ignition switch. Maybe there was a problem and was bypassed this way. Have you checked the ignition switch?
