Bulb failure on dash, no indicators working

First time this happened, the Bulb Failure on the dash came up when all indicators would not work. There was a steady clicking when indicators were applied, but no lights.
This was found to be a fuse that needed replacing.
This time, same thing happened and a homestart guy said there was no voltage reaching the lower array of fuses under the steering column.
One hour later and the warning light still comes on but all indicators are now working fine, but there is a night-light out.
Can it be the night-light was on its way out and causing the indicators to fail?
Too dark now to bother but I plan to replace the red bulb and check all indicators and brakelights, then contact my local garage if still a problem.
