Yes you have to take the small original black splitter off first.
There are screws located inside the wheel arch which you have to undo. Then it's a case of unclipping it, which is a real pain in the arse.
Then it's a case of doing that in reverse to put the GTi one on. Just make sure you stretch it round to make sure it fits flush all the way.
If you need anymore help just ask.

Couple of tips:
Having someone else to assist you helps massively,
If you can jack the car up and get it on some axle stands it makes the whole thing a lot easier, as you can then get fully underneath the bumper and see what you're doing.
For the clips, try using a screwdriver to open the metal bit up and then push the plastic bit out.
Other than that, it's just patience.

oh man i remember when i did mine. was such a pain in the ass! and i had to do it ALL by myself.
takin off the old one is a bastard to u just have to jack the car up a lil and just pull the old splitter away real hard but make sure u dont damage the clips in car.
now u gonna have problems fittin the gti splitter and your gonna think to urself
"this DONT FIT FOR f**k SAKE" try not to rip your hair out or smash up the car, because i went through this it took me at least 5 attempts to put it on and after each time i had to have a break in order 2 calm myself. bascially u have to make sure that u allign each clip of the splitter wiv the hole on the car and do it one by one because if u dont it aint gonna fit. when u fit one in you have to stretch the splitter across to the next hole and so on. its fuckin hard work i tell u but after u fit it, it shall feel soooooooo good
