Driving a 1.2 2010 with a 14" hubs 175/70r14 35 offset. Found some 17" alloys I want that are 215/45/r17, the guy says they have an offset of 35. Will that fit on the car or would the offset have to go up to 46?

You need the width of 17" wheels as well as the offset to see what the impact will be on clearance between the inner face of the wheel and the suspension strut and the amount the wheel will extend out compared to your current wheels 5J x14" ET35 with 175/70 R14 tyres. Based on a 215 width tyre, the 17" wheels are probably either 7J or 7.5J. (Assume the 17" wheels also have a centre bore of 57.1 and PCD of 5x100?).
Using the 'Will they Fit?' Offset calculator;
Assuming they're 7J, compared to your current wheel/tyre combination;
Inner face will be 25.4mm closer to the suspension strut
Outer face will protrude an additional 25.4 mm
If they're 7.5J, then compared to your current set up;
Inner face will be 31.88 mm closer to the suspension strut
Outer face will protrude an additional 31.88 mm
Quite big clearance reduction and additional 'poke' with these wheels compared to your current wheels, although your current wheels are quite narrow at 5J.
With the tyres on the 17" wheels having an aspect ratio of 45, the overall diameter and circumference of the 17" wheel/tyre combination will be larger than your current wheels (12.35mm arch gap loss), so this might give some rubbing issues. Your speedo would also under-read by just under 4%. You would need to get tyres with an aspect ratio of 40 to maintain the same overall diameter and circumference of wheel/tyre combination as your current set up and to remove the speedo reading anomaly and the possible risk of rubbing (assume you're not planning to lower your car).
Probably worth having a read of the thread at the link below; forum member 6R_09 has 7.5J x 17" ET35 wheels fitted to their Polo and there are pictures that show the stance of this set up (6R_09 also has lowered suspension). 6R_09 does experience some rubbing issues with their wheel and suspension set-up.

If the wheels are anything different to 7J or 7.5J, you can use the offset calculator I provided the link to in your previous post; posted again below. Once you know for certain the width of the 17" wheels and the amount of additional 'poke', you can measure from the face of your current wheels to see whether or not they will extend beyond the bodywork. Doing a search on Rimstyle website for 17" wheels for a 6R Polo, it does return results for wheels that are 7.5J x17" ET35, so this suggests the 17" wheels you've found (if they're 7.5J) would fit. Tyres from Rimstyle with this size wheel for the 6R Polo are 215/40 R17.
