I helped my son put a new front bumper skin on his 2010 polo the other night. What we found behind the bumper was shocking. The steel crash beam was completely rotten. I don't just mean surface rust it disintegrated onto the flour with a couple of bangs with my hand. Not what i expected from vw.

Certainly not the norm for a Polo of that vintage. Quite possibly the result of a badly executed crash repair.
