Loose turbo bolts does not cause limp that i've found, but as there is less exhaust pressure, you loose boost. Car sounds like a truck on idle if its really bad, or noisy (air leak) on WOT if developing.
First time I had this issue, 1 bolt was missing, 1 hanging and 1 loose. The last time I've replaced the bolts and gasket and used a metal repair to 'glue' the bolts into place. Hopefully no more loose bolts.
As for OP, something is not right (as you already know). PCV looks like its on its way out, but the PCV is not on the boost side of the system, so shouldn't cause that... I'd be looking at the N75, a guy on VWW just replaced his to fix an intermittent issue.
