I'm not trying to get smart, but, surely it is MPG we are talking about here, so if you are going to do that, check your MPG over the range of a full tank of 97/98/99 then compare it with a full tank of 95.
That statement you made sounds a bit like, though maybe with more provided facts than " I get through £12 petrol a week - does that sound right?"

I've been using 99 momentum or V-power only in my last few tanks and I've been getting up to 5mpg more than when I was running 95 fuel.
Not sure whether that works out to a saving or not but I'm happy in the knowledge the fuel is better especially as the car is turbocharged.

What I've never seen or read so far is, an article published by a "respectable/trusted" motoring magazine covering the chemical analysis of say Tesco 99, Esso 99 and Shell 99 fuels - and an explanation of why one is good/worse than the other for your engine and pocket. The same thing goes for Sainsbury's, Morrison's, Tesco's Esso, Shell and BP 94/95 petrol fuels.
All I've ever read is "tested brand X against brand Y and X is better/worse than Y, normally only in terms of miles/£ or perceived performance differences!
If and when a trusted source publishes that info then we all might find out what is being sold to us, as brand snobbery/confidence does still seem to be what keeps me and others sticking with the "proper" fuel sources!
I'm guessing there is too much at stake for someone to come out and spill the beans and not end up in court.
