Pedal Box Weld Failure

1999 1.4 CL. Clutch hit the floor yesterday as I was driving along the motorway. Took it to a local garage who says the welding on the pedal box has failed. He has seen this before on another Polo (non-GTI) and immediately suggested I contact VW because of the GTI recall and that they might contribute towards a repair. VW Customer Services have dismissed it out of hand (because I don't have a full VW Sevice History!).
Two questions really:- roughly how much should the repair cost and is there any joy in pursuing a contribution from VW?
As it is a widely known issue (not just on the GTI), isn't there a good case to be made for it being a design/manufacture fault and not poor driving or servicing - yes I know, sounds good in theory!!!
Also I had noticed it was very hard to get the car into reverse without the gears grinding. Is this related to the pedal box going and should I get the garage to do any extra work to fix this?
Any help would be much appreciated.
