Can anyone advise what the correct offset is for alloy wheels for the mk4?(keeping 14" alloys)

ET38 if i remember correctly

4 x 100 PCD as well?

The standard 16V wheels are 14x6 ET43. A 6J rim with ET38 would be fine on mk4, would just move the wheel 5mm outwards.
