Hazrad lights problem

I need help understanding why the hazard lights on my 2003 1.6 Polo (old shape) have stopped working.
Indicators work fine, so I thought it must be the switch, which is integral with the relay unit. However after buying and fitting a new relay/switch unit the problem is still there.
Symptoms are:
Left and right indicator lights work fine, but stop working as soon as hazard switch is engaged and work again as soon as hazard switch is released.
If indicators are off, nothing happens when hazard switch is engaded, not even the light on the hazard switch works.
Without a wiring diagram it is a bit difficult to fault find, so I will appreciate your help.
