Odd clutch problem

Over the last few weeks my M reg Polo has developed an annoying problem. When I start the car, the biting point is a good couple of inches from the floor, and it normally stays there. Sometimes though when it's been held in, when i lift the pedal the biting point is less than half an inch from the floor. This doesn't really affect anything when driving, but at junctions it's a nightmare and can cause me stalls if I'm not on the ball.
When it goes like this, I notice the pedal doesn't return to its maximum height by itself. I now have the habit of putting my foot under the pedal and lifting it with my toes after I change gear, it's starting to wear a patch on my shoe!
It's not limp, it doesn't sink to the floor by itself, it just doesn't seem to come up all the way on its own and moves the biting point down with it.
I don't know if it's related, but I also very occasionally get a 'clunk' type noise when pushing the pedal down hard, which feels and sounds like it's coming from the pedal itself. At first I though it was maybe mounted loose on the pedal assembly coming into the car, but it doesn't seem to move.
Any help appreciated.
