high revs

the revs in my car are a bit high, whenever i stop at a traffic light or put the gear in neutral the revs automatically go up to 2000rpm. its idling at around 1300/1400 which ent right. i dunno what to do to sort this i had it checked by someone that i know and they said something about the choke? Anyone got any ideas?
