Throttle issues, please help.

I'm new to this, but I have a problem with my accelerator. It appears to be sticking. When the car is in neutral she is reving at about 2000rpm. Also the pedal has limited movement, ie the pedal won't go all the way to the floor.
I have taken it to the garage and the man told me that is was just stuck so he apparently " took it to pieces and lubricated it" although within a few days it was back doing the same. I should have taken it back then, but with Christmas, and the use of another car I just never got round to it.
If anyone has any ideas of what is wrong with it please let me know.
