Failed MOT Too weak a mixture.

My 1997 1.6 AEE automatic polo 47,000 miles failed its MOT because the mixture comming out of the exhaust was too weak. Thats right too much air. I can't think what can be wrong, air leak, lambda probe. Does anyone have any ideas.
