Eibach springs are quite a modest lowering on the GTI as it already has slightly lowered suspension (assuming you have a GTI or Sport). Eibach also do 50mm drop springs but these will give a much firmer ride.
The Eibach shocks alone won't make the car any lower with the Pro springs. You may be able to get Bonrath lowering caps for the 9n which may shave another 5-10mm off the front ride height but I'm just guessing here as I'm not sure which models these are currently available for.

You should have gone the coilover route really by the sounds of things, and should you do that I may buy your Eibach springs if the price is right!!! :D
