Cold Start Polo

Hi All. New to this cool board. I've been having some starting problems with my VW Polo 1.4CL '98 recently. When cold, the car refuses to start!
It turns, it clicks but will not start? First I tried cleaning/changing the spark plugs, air filter, and ht leads. Then I cleaned out the air filter breather hose.

A friend suggested jump starting it which didn't work. (I have a new battery BTW). I replaced the rotor arm, distributor cap and installed a new ignition coil. Would the car start? NO!

I called out a mobile car electrician who isolated the throttle body. I cleaned out the TB using carb cleaner spray and still no joy. However, I have found a temporary solution which works but is a complete pain in the ****. If I open the butterfly valve (on the throttle body) and spray some carb cleaner into the inlet manifold the car starts!

I have even tried replacing the throttle body but I still have to spray down that as well to get my car going. Can somebody please help?
