polo mk2 tickover prob --- help needed

hi guys
problem with my lads 86 polo 1043cc breadvan help appreciated...
tickover increases slightly then the thing in the picture below clicks and idle then returns to normal,does it about every 10 seconds,dont even know what that things called,car has done 33,000 miles from new,
as usual haynes no help.
