Electric Problem - Truely Stumped

I have a MKIII Polo We bought it with problems and was going to be pulled apart for bits, but its a bit too good so decided to repair.
The problem is when I turn the ignition off the fuel and temp needles start to bounce, I can stop this by turning on the interior light ? I take it that its an earth somewhere but where I have no idea.
