brake lights staying on

good afternoon everyone i am new to this site and hope you can give me some advice. my step son has a 1997 polo cl 1.4 three door and has a problem with his brake lights instead of not having any brake lights his are staying on even with the ignition off and the fuse disconnected. could any one tell me if there is a relay for the brake lights ?
