FUSE BOX QUESTION

Right i have a 5 door vw polo 1.4 8v p reg , my cig lighter and radio have gone off no power i have looked on the fuse diagram and it seems its the complete wrong one it says number 9 is horn when its 13 thats the horn :S any way can somebody tell me what amp it is and where it is if you can thanks.
