recurulate wont stay not stay on

Ok so Ive got a 03 9n, since ive had the car (9months) the recurulate wont work, will only work randomly but can be temperamental and the auto recurulate when the cars put in reverse to stop exhaust gases from entering the car works but it wont come on and stay on when i want it to! any ideas?
