Hot engine

Is it normal for the engine to take a good while cool as my engine never seem to cool even slightly on the gage during the times I wasn't driving it
Even the bonnet was hot :s

My fan has been on so many times... More times than my old car which I had for a year! Only had my Polo 2 weeks.

Is this all the time or just recently as the weather has been hot so more likely to be a factor. Surely it is better if the engine stays hot/warm as it is more efficient; as long as it doesn't overheat I wouldn't worry.
