need help wheel offsets

hi guys someone please help me im in the middle of a dispute with some wheel suppliers on the fact that et 28 are not of the right offset for my polo!

after fitting new discs and pads the floating calliper has scraped around the inside of the rim a nice gauge.

someone please tell me that i am right in thinking that et 28 is incorrectly suppliied for this car.
