newbie need help replacing steering column cowling

i just my bought first car (bet u cant guess what it is 
) and it need a few odd jobs the biggest is replacing the cowling on the steering column and well this is my first car so i am real noob and am wondering how i would replace it ? cause i cant afford going to a mechanic
