central locking locks but doesn't open

im running a 6n2 1.4 tdi 5 door
im hoping if anyone here can shed some light on this issue
the central locking is gone in some weird mode
basicly it locks but it doesnt open, iv tried everything i could i.e changing the central locking pump, opening all the door cards and checking the pipes, the pipes are sucking in air perfectley but when it comes to blowing out and opening the locks the pressure seems to die down. iv spent hours trying to figure out what this could be but no luck
if it was a leak it wouldnt close do u rekon?
anyone got any ideas what this could be?
