Alloys Self Refurb

Found some alloys going cheap but the condition doesn't look too great on them (rusty) as you can see from the pics:
Was wondering if I get these how easy (I use that word loosely) to refurb them myself?
Would I just have to sand them down quite a bit, spray on some primer, spray on some paint and then spray on some lacquer? Or am I missing some steps or just being too ambitious?

If there's corrosion I'm pretty sure they'd need shot blasting too, at least that's what I was told when mine were refurbed.

On closer inspection there isn't any rust.
Picked up the set for £75, so worth a go at that price.

That will be because alloys don't rust!

Yeah I realised that after I posted it, woops.
Picked them up today, they just need a good clean really. But still going to sand them down and paint them black!
