Stretched Tires??

hey guys, i bought a set of wheels the other day, but the tires need replacing as they are nearly illegal. since i'm going to start modifying my car i thought i may as well get stretched tires. the wheels are currently on 185/60/14 so how many sizes would i have to go down to get a good amount of stretch? would a set of 165/55/14s or 165/50/14s do the job?
