Im really confused about wheel adaptors

the confusion is, they are usually 25+mm in spacing...so any wheel i put on will be 25mm more towards the arch?

now the confusion gets worse when i see pictures of other polos with adapters on them and the wheel sits perfectly inside the arch?!

I really wanted 17 inch wheels which are on mk5 golf GT....

Can anyone clear this confusion for me it will be a massive help! thanks

Yes correct
As the spacer is 25mm thick to remain rigid, any wheel will be 25mm closer to the arch.
But you can get thinner ...
