My fan was making a hell of noise when kicking in so I looked under the bonnet and noticed this shield was loose and resting against the fan blade. So this was the reason for all the noise but can anybody tell me what it does and do I need it ?

It's the exhaust manifold shield it's there to contain heat escaping from the manifold and channel it Ito the air intake when needed.

I wouldn't recommend removing it. Your best to replace it if it's damaged

I had a look this morning and the bolts look like they have sheared off. Not going to be easy to put back without a lot of work and some expense unless I can fabricate some kind of bracketry. Is it likely to screw up the fuelling and cause greater fuel consumption ?

It'll take the engine longer to heat up on cold mornings so ultimately lead to more fuel being used
