Polo GTI 1.8T Remapped Boost Pressure Request?

I have a Polo GTI 1.8T with a few mods, should be making around 270bhp but is making nowhere near it. Its only making just 1bar boost pressure and im sure it should be more like 1.5bar.
What boost pressure do you tuned Polos run?
Mods are;
Forge TIP
Forge FMIC
3" MAF
3" Turbo back decatted Exhaust
S3 Injectors
Hybrid k03s Turbo
On the rolling road it also ran rich the full way through the revs.
Checked for boost leaks- ok.
Checked diverter valve- ok.
Adjusted actuator to open at 1bar.
