Dashboard resetting everytime i start car

Right it's done this for a week or so now, the clock and trip reset everytime I start the car and when I turn the car off the dash freezes and none of the needles go to zero. I've tried a new battery as it would never hold charge and I would have to jump it everytime. Not sure what to try next.. Thanks
