Fog Light bulbs melted but no blown fuse?

Hi there,
Excuse my lack of electrical knowledge but I thought that before a bulb blows the fuse does?
Anyway I might be wrong on that but I've installed an aftermarket Fog Light kit on my Volkswagen Polo 2010. The wiring contains a small black box with two cables for the battery with a fuse on the positive cable. There are two other cables which attach to the lights and one cable for the switch.
I managed to wire it all up no problems at all but for some reason after a month one of my lights blew and then a month later the other. So now I have two blown bulbs (which look melted and black) and I have no idea what's happened?
The fuse on the positive battery cable hasn't blown so I don't understand what's happened here at all. I've disconnecting everything in the meantime while I get some help.
