Getting more low down power from 8v

Hey
I'm just wondering if theres anything i can do to get more low down power from the 1.4 8v
Once around 3k revs its not too bad but 1.8-3k is really hard work, which makes it really difficult for overtaking
Im just wondering if anyone knows of anything that can be done such as changing the gearing? changing the optimum rev range, cams and pulley? chip?
Im unsure, but i dont really want to spend more than £500!
Im going to do little things like clean the TB's to get a bit better throttle responsone
Anyone any ideas for my budget please?
