It's from a demo vehicle Polo R WRC with 261 km.
The mileage has been set to 0km so it can be built in at your dealership.
The foil is on it, but has some very light scratches underneath.\
It is the version with blue needles and it's in euros (so km/h and no mph, sorry!)
