Poor braking performance

Hi all,
My g/f's 6n2 1.4 se polo has seemed to have had rubbish brakes from the day she bought it from new. She said the brakes have always been poor and up til now I've accepted the fact that it doesn't stop as well as my Golf or my mums 9n polo and that's the way it is. The only thing is, I've changed the pads on her car a few times now over the years and I reckon the rear pads are wearing just as quick or quicker than the fronts. Pads & discs are the same make front & rear but I'm definitely cleaning more brake dust off the rear wheels than the front.
Strangely, when going downhill the brakes work really well, but on a level road their back to being pants.
Any ideas?

Try a brake fluid change

You might have some air in the system causing an uneven bias

Ok, I'll give that a go. Is there a bias valve on the 1.4 SE 16v, or is it handled by the ABS system?
