Polo BlueGT spare wheel

According to the website and brochure the BlueGT comes with a full size steel spare. However just had mine out and it's a speed limited space saver! Have I been done over???

My 6R BlueGT has a full size spare wheel.

So I would say yes.

Which wheel/tyre do you have as a spare, a really skinny space saver, or a proper full sized steel, but in a smaller size with a corresponding proper full sized, but not as fitted to that car, smaller diameter wheel?
In both these cases the spare will be speed limited, but VW might have err'd on their side of ambiguity and called it a "full fitted steel spare wheel" - for instance, wife has ordered a new Polo 1.2SEL 110PS it comes with a full sized steel wheel, but it is a 15" and the car has 16" wheels. I could be wrong in your case, just asking the question!

No no... Mine is a proper steel wheel 185/60-15

It's not a super skinny wheel but it's 15in when the rest are 17 and its limited to 50mph. My salesman is making enquires about getting it changed.

Mine had 16" from the factory and a full sized 15" spare steel wheel, I.e. the 15" wasn't a skinny tyre
Check what's written on the tyre, mines a normal continental
