Cold start issue

Hi guys
My 6n2 TDI has a starting issue from cold. I always wait for the glow plug light to go out but sometimes it starts, Runs lumpy/weak and cuts out. When I turn it over again it will struggle, and something makes a banging noise like somethings is sticking... Maybe starter motor? I don't know if it's a coincidence but sometimes it starts straight up, sometimes on level ground but more so on a steep hill facing down. Sometimes I turn the key and nothing happens for about 3 seconds then it suddenly tries to start.
I've just been out to the car, turned the ignition on and waited ten seconds, I did this 3 times and it started but struggled and was lumpy for a few seconds then was fine. After the dodgy start it seems to start fine if you turn it off and back on but if it's stood for a while the same thing happens.
It uses oil and water but no symptoms of the head gasket going. I also have a video of the problem if someone would be willing to send their email address.
Does anyone have any suggestions/ideas?
