spammer accounts

Hi, noob here so please don't bite! 
I've noticed there are more than a few user accounts which have been created purely for the purpose of including their spam web address, and many of them have not made a single post to the forum. Look here - http://www.uk-polos.net/memberlist.php? ... memberlist - and a few more pages after the first, to see what I mean. Question is, does any of the Admins delete these spam accounts (and if not, why not)? Secondly, can the forum software be set to restrict the inclusion of external URLs until after the new member has made say 25 posts? A 10 post limit is way too easy to overcome, it seems to be the 'standard' limit on virtually all other forums, and it is our standard limit for using private messaging. If there are any genuine folks who need to add their url, I'm sure they'd understand the reason for the 25 post threshold.
