Do you mean that you would to change the type of air filter and the new one does not have a connection point for that pipe - so you intend to just leave it lying open - or are you just asking if removing and refitting that pipe after the air filter element is okay to do?
That air filter cover looks like it has been kicked around a workshop floor quite a few times? (why do people do that, it only takes a minute to place it on a suitable soft surface so that it looks like new?)
Edit:- maybe I'm wrong about the air filter cover, it looks like that car has been driven into a dust storm for its entire life!

Yeah wanted to change air filter and it doesn't have a connection point for that pipe so intended just to leave it in the open but wasn't sure if that would be ok :/
Yeah need to give it a good clean my road is very dusty nightmare for keeping the car clean

I wouldn't leave the PCV pipe unconnected since it's the only route for the (dirty) air out of the crankcase!
