9N3, 6R, 6C etc. refer to the Polo model generations not trim level.
The Blue was first introduced in 2013 on the 6R platform, and recently when the Polo switched over to the 6C platform the newer units (2015 onwards) are built on that platform.
TBH, there aren't massive changes between the 6R and 6C and it's mainly that the 6C has the modern electronics & infotainment from the Golf MK7 MQB platform, as well as a few light and trim changes.

Also for information the 1.4 TSI used in the Polo GT is being replaced soon by a 1.5 TSI.
The troublesome 7 speed dry clutch DSG gearbox is also being dropped for a redesigned wet clutch unit.
