Yes, the swirls probably were inflicted by the dealer as a ''freebee'' as part of pre-delivery prep.
I don't think that Autoglym Super Resin Polish is abrasive enough to remove the swirls by hand polishing. SRP does contain fillers though, so if you hand polish with this, it will fill the swirls to hide them. A couple of coats of EGP sealant will also help to provide some protection to get you through the winter. Applying a paint cleanser before you start will assist the SRP and EGP to bond to the paintwork, so increase their effectiveness.
