Help please - need to identify wires

Can anyone tell me what the red/black wire is?
Also, any idea what the blue/black wore is?
While changing the post-cat O2 sensor I noticed a bit of insulation tape hanging. I thought I'd tidy it up while I'm there, but discovered the tape was covering up these two wires that someone (a previous owner perhaps) had cut!
They are down by O2 connector and radiator hide pipe.
