Clock spring / slip ring continuity queries

My Polo 6R has a check light for airbag related fault so had the signal stalks/slip ring assembly taken down to test the slip ring continuity.

From the VCDS scan log:

9437211 - Igniter for Driver's Airbag
B1000 1B [137] - Resistance Too High
MIL ON - Confirmed - Tested Since Memory Clear

All steering controls are functional (horns, volume buttons etc).

The slip ring has 2 rows: two pins on first row and 4 on the second row.

The bottom four pins have good continuity - presumably for the audio controls and horn.

For the top two pins are shorted together (pin 1 shorted to pin 2) - presumably for the airbag inflator as it has bigger pins for power.

This looks to be the reason for the airbag check light due to short on the two pins.

But before I order the replacement slip ring would like to know if anyone have this similar problem and whether the two power pins are supposed to be like that as so far have not come across information on slip ring continuity testing.

May I know what is the reasoning for the steering angle sensor replacement? shouldn't that throw a code as well if that is defective?

*edit* I don't think my car is equipped with ESP as there is no ESP switch on my dashboard but many thanks for the input.
