No blower, rear wiper nor electric mirrors

Hi
I have a Polo car and the heater blower, electric mirror and the rear wiper aren't working. Checked all the fuses(visually and with a multi meter) all okay but is no 12v present at those fuse. I have tested the blower and the mirror by running a positive cable to the one end of the fuse and the blower as well as the mirror is working.
So my question is this what give the power to these fuses?
Some sort of Relay?
