Boot lock

I went to unlock the boot by the key the other day and it didn't unlock. Unlocked the whole car by Central locking, boot stayed locked. Took boot panel off to have a look around. I finally figured out that the actuator that pushes a pin out to open the boot isn't engaging when the boots fully closed. When the boot is on the first click but not full closed the handle will open it and the actuator engages but not when the the boot is fully closed. Is this the actuator that's faulty or the latch itself?
